SBEADMR Project

Across the Grand Mesa, Uncompahgre and Gunnison National Forests (GMUG), approximately 140,000 acres of spruce-fir and 145,000 acres of aspen forests have experienced substantial mortality from insects and diseases over the past decade. Impacts have rapidly increased in recent years. On some of the affected areas, the Forest Service is proposing a variety of silvicultural treatments, including commercial timber harvest and the use of prescribed fire. As a result of the public meetings, workshops and the field trip associated with the SBEADMR project  and hosted  by Public Lands Partnership (PLP), some of the involved stakeholders identified a desire to form a “working group” that could further some of the ideas, concerns and issues surrounding the project to better inform areas of consensus and/or provide clarity.  The Working Group is its own entity; however, it is hosted/facilitated by the Public Lands Partnership as part of our outreach efforts to “bring together varied interests to work on local natural resources issues. This is an effort by PLP to exert its expertise in response to ideas surfaced by stakeholders to expend additional energy and time on issues of concern or relationship that the stakeholders want to. The Forest Service will be used as a resource for suggestions on actions/items that the Working Group might find useful.

The purpose of the project is to treat affected stands, improve resiliency of the stands at risk of these large-scale epidemics and reduce the safety threats of falling, dead trees and large-scale wildfires. The  proposed approach by the Forest Service is to actively manage vegetation consistent with the goals outlined in the Western Bark Beetle Strategy (July 2011) including, promoting recovery from the insect outbreak, improving the resiliency of green stands to future disturbances and providing for human safety.  This planning effort will allow the Forest Service and stakeholders to act adaptively, proactively and efficiently to changing forest health conditions.

Forest Service approves release of SBEADMR Final EIS

SBEADMR Working Group

Stay tuned…Next meeting will be scheduled to review the Draft EIS document due out Friday, May 29, 2015. The consensus from the working group is to meet with the Forest Service Resource Group and have a Q&A prior to the 45-day deadline for Public Comment.

Only those who have commented during scoping or during this comment period will have standing to object to future decisions on this project as described in 36 CFR 218 Subparts A and B.

Memo to SBEADMR Working Group
May 1, 2015
Below is a brief update on status of the release of the DEIS on the proposed Spruce Beetle Epidemic and Aspen Decline Management Response (SBEADMR).  Where do we want to go from here as a Working Group?

Release of DEIS

The Forest Service is on target to release the draft EIS on May 22. Notice of publication will be posted in the Federal Register.  There will be a 45 day comment period following the release.   The PLP will post a notice of the release and a link to the DEIS on its website.

Proposed Meeting for the SBEADMR Working Group

The Working Group agreed to await the release of the DEIS prior to scheduling more meetings.  Is there interest in a Q&A session, and when? The Q&A session would provide an opportunity to raise questions and seek clarification on specific issues within the DEIS.  The group might also identify specific issues/topics they wish to pursue in more detail in subsequent meetings, i.e. socio-economic analysis, adaptive management approach, etc. as a result of having read the DEIS and prior to release of the final EIS.

We might ask the Forest Service to provide an update on the work of the Rocky Mountain Research Station and CSU on the literature review and GIS optimization model as outlined in their “SBEADMR Monitoring Project” proposal.  We thought to convene such a meeting midway through the comment period would be a good time for folks.

Proposed Field Trip to Demonstrate Adaptive Management Approach in Selecting Priority Treatment Sites

Is there interest in a field trip for the SBEADMR Working Group this summer?  There may be opportunities to look at how adaptive management and input from the working group’s identified guidelines (coarse screen factors) would be applied in selecting priority treatment areas.  It might be possible to schedule such a field trip before the comment period ends or later in the summer.

During this time  Community Presentations are being planned for  Telluride, Ouray, Montrose, Gunnison,  North Fork of Delta County,  and Lake City.  The Gunnison community  presentation will be held on  the campus of Western State Co.
